Yes, this is true. When you are attempting to pick up a girl, you are really selling her the plan that the two of you will start some kind of relationship. Most of the basic sales principles apply quite well.
Just as in selling any other commodity, there is a predictable probability of success. We could say that approximately 50% of the attractive girls you may try to pick -up just cannot be picked up. This is because a good many women are either married, attached, or just dead set against being picked up.
But, on the other hand, almost all of them can be approached and spoken to, if the approach is reasonable. That means that when you, as the salesman, approach a strange girl, there is about a 50/50 chance that you have chosen a girl who can be picked up. If the girl is definitely not available she will let you know fairly quickly. You may then concentrate your attention elsewhere. It is good to expect such failures, so that you will not be disillusioned or blame yourself for them.
